The app download problem

The most common reason digital FLHA programs fail on construction sites isn't the software — it's adoption. Workers at 6:45am, tool belt on, coffee in hand, are not going to stop and install an app on their personal phone. If they have to create an account and set a password, even fewer will do it. If the interface requires any learning, even fewer still.

Every barrier between "starting work" and "completing the FLHA" is a reason for a worker to skip it. The goal is zero barriers.

How QR-based FLHAs work

TrueCOR Safety eliminates the app download entirely. Here's the complete worker experience:

  1. Worker arrives at the site entrance
  2. Opens their phone camera — any smartphone camera, any brand
  3. Points at the QR code posted at the entrance
  4. Phone opens the FLHA form automatically in the browser — no app install, no account creation
  5. Worker enters their name (remembered from previous submissions on that device)
  6. Selects their job site from a dropdown
  7. Taps the hazards present today from a pre-loaded list for their trade
  8. Selects PPE being worn
  9. Draws their signature
  10. Taps Submit

Total time: under 60 seconds. No account. No password. No app.

Why workers actually use it

In our experience, the adoption barrier for QR-based FLHAs is dramatically lower than for app-based tools. There's nothing to install, nothing to learn, and nothing to remember except "scan the QR code." Older workers who are resistant to technology can complete a QR-based FLHA without any guidance — the form is designed to be self-explanatory on first use.

Supervisors who previously spent 30–45 minutes every morning chasing signatures report that the majority of their crew completes the FLHA within the first 15 minutes of arriving on site — without any prompting.

Worker name memory — how the device remembers them

The first time a worker completes an FLHA on a device, their name is saved in the browser's local storage. The next time they scan the QR code on the same device, their name is pre-filled automatically. They don't need to type it again. This is how the system works without requiring accounts or logins — the device remembers the worker, not the platform.

What happens to the record

Each submitted FLHA is immediately visible in the supervisor's dashboard. The GPS coordinates, timestamp, signature, site selection, hazards, and PPE are all stored in TrueCOR Safety's cloud database. The supervisor can review individual records, confirm them, or use Confirm All for the full crew. Every record is permanently stored and available for PDF export at any time.
